Oil Spills - Who Pays?

When we look at oil spills, it is more than the cost of cleaning up things that has to be paid. I saw a documentary on the Exxon Valdez tanker spill, and people there have lost more than what was caused by the spill.
For instance, if they chose to invest in a particular business, and it has failed as a result of the spill, then the loss is not just the amount that they invested, especially where the business was long established, but it is also the cost of not having the profits from the business as it grows.
It will be interesting to see how President Obama forces the oil company to pay for the latest mess in the Gulf.
